What is a Lottery?

In either case, the prize fund must be sufficiently large to attract participants and stimulate ticket sales. Some lotteries allow players to select their own numbers, which increases the likelihood of winning a prize. In these cases, the number of winners may be restricted or capped to ensure that all ticket holders have a fair chance of winning.
